  6.   Welcome to the x-NEWS3 Network News Login System.

  8.   News, bulletins, and announcements can easily be maintained and displayed
  9.   for all users whenever they log into the network. x-NEWS3 automatically
  10.   remembers which files have been read by which users.

  12.   General purpose news and announcements that need only be read once by each
  13.   user should have an .STD file name extension. Special bulletins that should
  14.   read by users each and every time they login should have a .REQ file name
  15.   extension.

  17.   x-NEWS3 text files must not have more than 20 total lines of ASCII text.
